"On my way to office series..."

Observed one doggy on the road today and something caught my attention due to sound of bells घुंघरू. The dog was having a belt around his neck with many mounted bells, making seriously lot of sound. With due respect to sound of bells, I started thinking about that living being, the dog, he has no choice absolutely but to live with it. He cannot remove that belt himself, right? The bells were ringing loudly with his every moment. And on top of that bells plus belt, it must be heavy around the neck, right?

Belt means a personal dog, but he was roaming around the road as a street dog. Confused...
